Shields named next bank bureau chief

Shauna Russell Shields has been named the next bank bureau chief of the Iowa Division of Banking, succeeding Vaughn Noring, who has announced his retirement effective as of the end of this year.

Noring is completing a 29 year career with the division, serving as the state’s chief banking regulator the past 14 years.

Shields is currently a member of the division’s senior management team since June 2013, when she took the position of legal advisor to the division. She had been an assistant attorney general since 1998, assigned as general counsel of the banking division for the past 10 years.

Shields, a native of Lamoni, is a graduate of the University of Iowa with a Bachelor of Science degree in psychology in 1991 and a Juris Doctor from the U of I Law School in 1994. She and her family reside in Osceola.

Shields has been active in the Conference of State Bank Supervisors, and currently serves as chair of their lawyers committee. She also is an ex officio member of the Iowa Bankers Association legislative committee.

Iowa’s Superintendent of Banking Jim Schipper said, “Vaughn Noring will be sorely missed, but we are extremely pleased with our selection for our next bank bureau chief. Shauna has proven to have valuable knowledge and experience in supervising banks, administration of Iowa code, and working with the banking industry and legal community.”

The Iowa Division of Banking is the regulator of Iowa’s 294 state chartered banks, which hold more than $65 billion combined total assets as of June 30. The division also regulates the state’s non-bank financial services providers and supplies administrative support for the Iowa Professional Licensing Bureau.
